wgaplugininstall.exe is Windows Genuine Advantage plug-in. When the user tries to download WGA genuine validation when requires application software from Microsoft Download Center, but when the user selects "Continue" to "Validation Required" , the user is redirected to Windows Genuine Advantage plug-in the instructions to download and install PluginInstall.exe (WGAPluginInstall. exe or OGAPluginInstall.exe) plugin, however, in some cases, the "Download Plug-in" button does not activate the link to download the plugin installer, instead of redirect more users download and use the alternative method and use of GenuineCheck. exe generated validation code to validate.

It's the Windows Genuine Advantage utility, which contacts Microsoft every time when you turns on the computer with internet connection enabled, and checks to make sure your copy of Windows is legit or not or if its pirated or counterfeit. However, removing it may result in a message saying that you might be running a counterfeit Windows. There are 2 other WGA files in the system32 folder i.e '.dll & .exe' that can also be removed if you get these messages.
