Download Wincrc for Windows XP

Hi,
I want to download Wincrc for Windows. It is a software that fixes half downloaded for corrupted file. I had never used it but need it to fix some downloaded setup files. Please post the link of the download page for the software. Also what are features of this application. Other than repair file what more it can do and what is way by which it fixes up a damage file.

Wincrs is a freeware tool which is a Win32 Command Line base tool. The main purpose of the program is to recover those files which are damaged or corrupted at the time of downloading.
