SPI Issue

My team and I are trying to figure out why Project is calculating something a certain way. See picture attached.
We are not sure why the highlighted line would equal 27% when one of the jobs is complete? Shouldn't this be much higher?


I left the Requirements Development section in that picture because that shows it is calculating correctly (all but one job is finished = 99%)

See the last section on the picture which says "Mechanical/Electrical ICD (from..." that task is show as 0% may be that is affecting the total calculation...
