2003 excel calculation error

Calculation of per centage is off in excel 2003. Simple percentage calcs are consisently incorrect.

I use a 4 decimal percentage in cell one (.1900)eg and a whole number in cell 2 (385)eg. Formula is =sum(cell 1* cell2). answer is always in correct. I made a spreadsheet for a tax calcuation which was returned with errors. I did the math on an adding machine and it was indeed incorrect. I tried this on 30 columns and all were wrong!
