This is not because of installing, you must already have the version which you are trying to install .What does dxdiag say for version?

    Try running "sfc /scannow".
'Scans all protected system files and replaces incorrect versions with correct Microsoft versions.'

Install the latest DirectX from www.microsoft.com/directx. Later versions should be uninstalled prior to installing the latest. You want the retail or end-user download unless you'd like to try programming DirectX, in which case you want the DirectX SDK.

Click "Continue" under "Run Validation Tool" and click "Run" to begin downloading the DirectX validation code. Do not close the download web page because you will have to enter the validation code on the validation box. When the download is complete, the installation will automatically open and show a validation code. Now Download and click Run to download the program, it will install automatically.Click "I Accept" after reading the terms and agreements and click "Next." The files will copy.all that is done just click next to reinstall

Exclamation A way to force directX to install and/or reinstall

All posts were not helpfull but I stumbled upon a solution.

It involves registry editing but that is as easy as the explorer.
Just in case if the link becomes obsolete.
Go to Start=>Run=>Type "regedit" and go to
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\DirectX
change the value of the key version to 4.08.00.0904
if there is no key with the name version then
right click in the right box of the window from regedit and choose new then string and type the numbers above or copy paste.
