Outlook Express will not open jpegs but will open word and ppt files

I have a a client who is using outlook express he is able to open word and other attachments but not graphic file such as jpegs. I had him disable the security checks within OE and even the spam filter from Symantec that he is using still unable to open jpeg files
Please Help

Try cleaning the Outlook Secure Temp Folder.
