proquota wont turn off!

Ok, I have read the thread on how to disable pro quota and profile space limiting but it doesnt work for me. I have no security tab as you can see in the screen shot below. How do I solve this??? It is bogging down my system and I cannot stand it. I have already reinstalled windows xp. The reason that happened was because of a trojan that I got. Please help

For given screen shot even i dont have security tab the difference is that i have only 1 proquota.exe and you have search result with more than 4 proquota files. well what i can see is some read cross mark in screen shot on right corner of toolbar also mcafee that you have is useless i have several times viruses under mcafee so go with bitdefender, avast , antivirus use spybot and scan you pc.

See here red mark with cross this shows some problem may be some group policy setting.

Go to Start > Run > Type: gpedit.msc

go to:
User Configuration > Administrative Templates > System > User Profiles:
Limit profile size > Disabled
