How to restore the deleted items

Hi,
I have a simple question.
How to restore the deleted items even after you empty the recycle bin?
I know we can recover the deleted files with restore from recycle bin folder.
But can you tell me how to recover it even after you empty the recycle bin.
I know this is possible cause the files are still on the hard drive.

You need a third party software to recover the deleted files. Windows neither moves nor erases the file.
There are easy and effective recovery tools available for download on the web and some have the major advantage of being free. Instead, it simply marks the space in which the deleted file (or files) is located as available for immediate use. a deleted file can often be retrieved. To recover a deleted file, you will need to locate it and copy it elsewhere using the undelete utility.
