Unable to enable Help and Support service

Hello friends
My desktop was reluctant to boot in normal mode so I turn it on in
Safe Mode.lately done a System Restore back to three days before since the first two restore point was unable to restore. But now am having problems I am not able to enable the "Help and Support" system service..i need your help to sort out the issue because am basically illiterate on computer
so any help would be really appreciated...

Go to my Computer and right click on C:to get the Properties.
Click on Tools tab and then click on Error Checking
Now click on Check Now. and check on both boxes.you have to restart if requested

I think you have to reinstall the operating system since chance of missing some DLL files which load help and support. but before while start up keep on press F5 to get a black screen it will shows up you the arrow keys to begin debug process. it will debug everything and now format your computer..

A reinstall Help and Support service will work for you
launch Command prompt and locate "C:\Windows\pchealth\helpctr\binaries"
folder by typing CD \windows\pchealth\helpctr\binaries
do run the following commands on it
Start /w helpsvc /svchost netsvcs /regserver /install
net start helpsvc
