To change photoshop layer size

I am new to photoshop application.

I earlier have used GIMP. I want to know how can I re-size the layer in photoshop?

Use Ctrl+T (transform), and you can set size in parametres or transform free

To change the layer size.

You can change the entire size of image.

To change the size of a layer,
Use Transform. Click on layer then CTRL(opt)+ T to select layer or go to Edit - Transform.

Select, All. Edit,Tranform, Scale.
Shift key and drag the corner to make it bigger - or smaller.
If it is your background, first double left click and it turns to layer 0.
