If you are using outlook express 2003, go to Tools -> Options -> button Junk E-mail -> Blocked Senders. There you will find the block users and you can change it.

To manage the blocked senders list:
    • On the Tools menu, point to Message Rule
    • Then click Block Senders List
    • To remove a sender from the list, select the name and click Remove
    • To change a sender's name on the list, select the name
    • And click Modify.

To Unblock sender from the Inbox, press Alt+T for Tools followed by R. There will be tree choices. Then select Blocked Senders List and press Enter. You will see a list box. There select the address you wish to remove. Select Remove and press enter. Then click OK.
