You might be using Visual Basic software. This error means that COMDLG32.OCX and related files have not been properly registered in the Windows registry. Try reinstalling Visual Basic. That should solve this problem.

I was kind of relieved that I was not the only one with the problem. I Downloaded this file from the Microsoft Website that fixes it.
Download File
OR
go in the registry and do a find for "REGDONE" when you find it change the value to "1" and it will fool windows in thinking it was registered hope it solves your problem.
What's up with COMCTI32.OCX file?
A particular file (e.g MFC42.DLL or COMDLG32.OCX or any other) is missing
Developers sometimes assume that most people have those files, however if you don't download very often and don't use a lot of software other than what came with your computer - you may need an additional support file here and there. Microsoft releases new "Run-time" files every now and then, they allow software developers to make use of the latest technology when creating new software. In order for YOU to use these programs, you need to update your Windows system with these files.
I found this fix for VISTA : Hope will Help you...
Type cmd in the Start Search box above the Start Orb and when cmd.exe
appears at the top of the Start Menu, right clicked on it and select "Run as
Administrator" and then executed the regsvr32 command?
Do This :
- Copy and paste this into the searchbar on the Start Menu.
regsvr32 \windows\system32\COMDLG32.OCX- You should have one result come up listedunder Programs- click it to execute it.
- You should see a message saying "DllRegisterServer ... succeeded". Something like that.
- Reboot.
- If for some reason that doesn't show up in search, use Run with the same command.
