If you are behind the router, then your public IP address is being translated (NAT) and this is the reason that the files are not being received on your PC inside the local network (behind the router). In this case, there are specific ports needed for file transfer by MSN Messenger. To enable file transfers, enable both incoming and outgoing TCP connections to the 6891-6900 range of TCP ports. Check your router documentation for more help with enabling it.
Messenger does not allow you to send high virus risk files with an .exe;.bat;.com;.cmd;.reg;.vbs;.inf;.msi;.htm;.htm extension. If you want to receive any of these file types then ask the sender to use WinRar before sending.
You need to have a rule specifically permitting incoming traffic - which means making MSN Messenger a Partially Allowed application. Then add the following rules:
The second rule will allow anyone to access your PC on the 6891-6900 port range however - so you may prefer to keep this rule disabled (clear the checkbox beside it) and only enable it when needed. Alternatively, if you only receive files from a few other people (and their IP addresses stay constant), you could add their IP addresses as remote addresses to limit the scope of this rule.MSN Outgoing File Transfers: Protocol TCP, Outgoing, Remote Port 6891-6900, Allow
MSN Incoming File Transfers: Protocol TCP, Incoming, Local Port 6891-6900, Allow
If you are running MSN Messenger 7.0, go to Tools =>Options =>Connection and see if any problems are reported.
