If you are looking for free software(freeware) for editing sound, you can try Audacity.
Audacity is free, open source software for recording and editing sounds.
It is available for Mac OS X, Microsoft Windows, GNU/Linux, and other operating systems.
The latest release of Audacity is 1.3.7 (Beta). Because it is a work in progress and does not yet come with complete documentation or translations into foreign languages, it is recommended for more advanced users.
For all users, Audacity 1.2.6 is a stable release, complete and fully documented. You can have Audacity 1.2.6 and 1.3.7 installed on the same machine.
The most widely used software for editing music files is MP3 Cutter.
MP3Cutter is a simple utility that enables you to cut out pieces of a MP3 without having to decode that MP3 to a non-encoded PCM (wave)-file.
MP3Cutter cuts the MP3 at the frame level so it doesn't degrade the quality of your MP3.
This way of editing has one major downside:
special effects like: normalizing, fading and adding things like a flanger or an echo are not possible.
If you want these kind of "effects" you'll need to decode the MP3 stream into an un-encoded
PCM format which can then be processed with a program like CoolEdit.
At the moment MP3Cutter 4 is only capable of doing the actual cutting of MP3's.
How to edit/cut: One can import a MP3, which will be scanned and put in the "Project bin". From there it's possible to transfer the MP3 to the "Cutter". Once it is in the cutter, you can select a start- and an ending-frame, put that selection onto the "Cue list" or save it straight to disk.
Minimum Requirements to use MP3Cutter 4
- Intel Pentium I running at 166MHz
- About 16MB of memory and enough hard-drive space
- to store MP3Cutter and your MP3's...
- A soundcard capable of producing waveform audio
- Windows 95 or Windows NT 4.0 with service pack 5
- MPEG Layer III ACM Codec (Shipped with Windows MediaPlayer 6 and higher).
