Error 0X800CCC15 : TCP/IP

I wonder what could stop the 'send and receive mail messages after a long time that I try to download gives me error TCP / IP when connecting to the server. Protocol: SMTP, Port: 25, Security (SSL): No, Error Number: 0x800CCC15 thanks what can be.

Turn off the firewall, it must be blocking the program.

has installed a firewall recently?

On the microsoft site I found these cases .. look if there's something you can relate .....

? Account settings incorrect
? Incorrect configuration of personal firewall software
? Antivirus Software
? Modem not working
? MTU size (Maximum Transmission Unit)
? Outlook Express has been removed from your computer is the installation is damaged
? The user profile in Outlook is damaged
? A message on the POP3 server is damaged

0x800CCC15 SOCKET CONNECT ERROR - Unable to open Windows socket:
Remove the TCP / IP protocol and reinstall it. In windows, go into Network from the Control Panel. NOTE: You may need your Windows CD for this task! then try to download mail.
