Are you able to play streaming video with vlc? (right click on the video, property, you copy the link and you paste it into vlc which is read in part from a video url). If so, it is a problem with IE or problem with codec that, so uninstall all codecs and use klite code and see if it works.

Download K-Lite Mega Codec Pack 4.3.1 - Its Free !!

I agree with Viceman, it seems to be a codec problem only and therefore go with the K-Lite Codec Pack. I use it as well, it is very good. This codec pack contains all the elements necessary to read the files to audio and video formats the popular Divx, XviD, 3ivX, QuickTime, AC3, FLAC, CoreAVC, Cyberlink DVD decoder, MPEG-2, On2, Windows Media 9, etc. The pack also includes multimedia players BSplayer and Media Player Classic.

For codec, I tend to advise ffdshow (which are not really filters and CODEC). It is lightweight and stable, but it is not used for encode, it is only for reading.
