Go to Group Policy console by typing "gpedit.msc" at the command prompt. Now go to Local Computer Policy -> Computer Configuration -> Administrative Templates -> Windows Components -> Windows Messenger. Right-click on "Do Not Allow Windows Messenger To Be Run" and click on "Properties". Select "Enabled" and then click OK. Right-click on "Do Not Automatically Start Windows Messenger Initially" and click on "Properties". Select "Enabled" and then click OK. Close the Group Policy console.
On command prompt type the below command:
RunDll32 advpack.dll,LaunchINFSection %windir%\inf\msmsgs.inf,BLC.Remove
