Memory leak issue with New PC

I have purchased the computer with the range of middle to higher level configuration, but still computer works bit slow as it should be.I also have internet connection with it. And I don't know how to reboot the system, so I am looking for any such software which search for debug/or any related bugs in my PC.

The Microsoft has one tool named Debug Diagnostic Tool (DebugDiag) which is designed to assist in troubleshooting issues such as hangs, slow performance, memory leaks or fragmentation, and crashes in any Win32 user-mode process. The tool includes additional debugging scripts focused on Internet Information Services (IIS) applications, web data access components, COM+ and related Microsoft technologies.

If you will download this, then I suppose you don't need to Reboot your system.
