Couldn't find information about that error code related to .Net 2.0 installation. You might try uninstalling the current Windows Installer that is installed, and then re-installing Windows Installer 3.1. After that, check for Windows updates that may be available for Windows Installer. Then, try installing the .NET Framework 2.0 again.

The only information about that error code I got through research -

Error Code 1317
System error code 1317 means "The specified account does not exist." This error code may also display as "ERROR_NO_SUCH_USER" or as the value 0x525.
