Unable to access Defrag utility

Hi,
This is my problem!
It goes like this. I have XP pro installed as my operating system.
So am not able to access the defrag utility from the system folder.
It gives me an error message! What should i do? Do i need to repair install?

See I am not getting the error message by the management Window that it can not open C:\WINDOWS\SYSTEM32\dfrg.exe.msc file. Now is there any way to fix it?
