Windows doesn't shutdown or restart from start menu

Something weird has happened to my computer because for some reason it won't shutdown or restart from the start menu. It annoys me the most. I know it could be fixed but don't know how. Can anybody help me?

Seems to be registry problem. On DOS prompt, type scanreg /fix and press enter. This will fix this issue.

Have you done a hard shut-down something like from the task manager (Control-Alt-Delete) or on command prompt typed this command shutdown -a? If yes then please tell me what was the reason of doing so?

I think you need to download all the patches from the Microsoft website which will fix this issue.
