Office 2007 Enterprise cant find enterprise.ww

I am new to packaging and deploying office with MUI. When I try to install it with spanish MUI folders if goes about half way through before it backs out saying it cant find enterprise.ww

What am I doing wrong?

sorry for duplicate question website went to page cant be displayed on first try so I assumed it failed
