SharePoint/Server Application Unavailable

I have restarted my win2k3 server and got "Server Application Unavailable" when trying to access intranet. Please help, my whole Intranet is down.

Can you visit other sites?

This might be due to some incorrect setting in Microsoft .Net Framework 1.1.
To resolve this, please check the following:

1. Click Start - Administrative Tools - Microsoft .Net Framework 1.1 Wizards
   
2. Click Adjust .NET Security
   
3. Select "Make changes to this computer" and click Next.
   
4. Set all levels back to default. To do this, select My Computer and then click the Default Level button.
   
5. Repeat for 'Local Intranet', 'Internet', 'Trusted Sites', and 'Untrusted Sites'.
   
6. Click Next and Finish
   
7. Run iisreset.
