Is there a way to get the disk signature from 64-bits windows 2003 cluster
since the dumpcfg is not working on 64-bits windows?

Yes, you can do this using diskpart.exe (which is available by default in
2003) to read the disk's signature.
1) Go to a command prompt and type "diskpart".
2) In the DISKPART> prompt, type "select disk n" <- where n is the disk
number you wish to view
3) In the DISKPART> prompt, type "detail disk"
The "Disk ID: " value is the disk's signature in hexidecimal format.

I have cluster configured and and my apps running .However one of the resource group generates error 21 in error log and cluster log on mving the group though it successfully failoversand brings the resource online in other node. This will however cause problem in live server.
I belive this errors are due to diff disk signature .How can i check and correct the signatures best in Windows 2003 64 bit version .

I am a little confused by your description, please answer these 2 yes/no
questions
- Can you move the disk from node-A to node-B and does it come online on
node-B ?
- Can you move the disk from node-B to node-A and does it come online on
node-A ?

Answers to both is yes . Resource comes online successfully and there is no problem because there are no concurrent users at the time of testing .
However my problem is resolved maintaining all mount points as dependency for SQL resource and not just root mount point . It worked well . And now the failover does not have any errors in cluster log and event logs .
I confused about disk signature as I had certain events making me feel I made some mistakes for signature and cluster log also showed some messages indicating the same .

Yes, you must set the appropriate dependancies
