After restoring - A problem is preventing Windows from accuratelychecking the license

I restored system useing system state and all files, there was a HAL
error so I made repair installation and after that after loging I see:

A problem is preventing Windows from accurately checking the license for
this computer. Error code: 0x80070002.


what to do next?

Yes, I didn't use Volume CD but MSDN - is the only way to use Volume CD?
Can I fix this useing http://support.microsoft.com/kb/310794?

The problem is that I can not log in safe mode (not via RDP)- I see "To
log on to this remote computer, you must be granted the Allow log on
through Terminal Services right. By default, members of the...". I tried
to delete these keys:

HKEY_USERS\.DEFAULT\Software\Microsoft\Cryptography\Providers
HKEY_USERS\S-1-5-20\Software\Microsoft\Cryptography\Providers

useing boot CD (Windows PE) I Loaded Hieve (Software), but I didn't see
S-1-5-20. So what to do, or maybe it will be not working anyway in my
situation.

Thanks for posting here.

For the Error code: 0x80070002 you have encountered after the in-place
upgrade with the non-VLA media, I'd like to share some knowledge with you.

Analysis:
=======================
Since you use non-VLA media to perform an in-place upgrade, this seems to
be a license issue. And the VLA media is needed to perform the in-place
upgrade in the issue.

The workaround in the KB 310794 (http://support.microsoft.com/kb/3107940)
is just applied to Windows XP system and the precondition is that you need
to access the safe mode of local system before you delete the following
registry keys in the Windows registry.

HKEY_USERS\.DEFAULT\Software\Microsoft\Cryptography\Providers
HKEY_USERS\S-1-5-20\Software\Microsoft\Cryptography\Providers

In addition, not all the software hive can be load with the Windows PE boot
Disc.

In this way, it is recommended you to perform another in-place upgrade with
VLA media.
