give normal user rights to start/stop a service

    Hi all,
How can I give normal user right to start/stop a service. This service is control by a program. When a user runs one particular function in the program, the program will stop the service, update a file and then start the service again. As a normal user does not have write right on any service, this function will fail. I believe by giving normal user to have right to start/stop this service, the problem should be gone.

    TIA
