How to disable the automatical shutdown of WinHttpAutoProxySvc

Hello,

where can I disable the automatical schutdown of the service
WinHttpAutoProxySvc after 15 minutes inactivity. I need it several
times a day and the restart of the service needs a too long time. At
this time I start the service every 2 minutes with a batch-file, so it
will start, when it was shutdown. But this is not a beautiful
solution.
