Can you try to check "File and printer sharing for Microsoft Network" and see if that has to do with anything with the problem. Also, VSS needs to have a good amount of spaces when it operates, the lesser space you give it, higher the chances of it to be failing. So try this suggestions and let us know where do you succeed.

Can you try to install the update package for VSS in Windows Server 2003 from the KB link given below:
