Cannot install Windows Server 2003 Service Pack 1 Administration T

Brand new 2003 SP1 Std. server, not in production yet (will be a domain
controller soon), trying to be proactive and install adminpak.msi from the
SP1 files. I get this error in my event log:

    Event Type: Error
    Event Source: MsiInstaller
    Event Category: None
    Event ID: 11933
    Date: 4/18/2005

    User: xxx\xxxxxx
    Computer: DC1
    Description:
Product: Windows Server 2003 Service Pack 1 Administration Tools Pack --
Error 1933. The Windows Installer service cannot update one or more protected
Windows files. SFP Error: 1223. List of protected

It looks like it tries to install the tools, then I get a popup with an
error message, then it rolls back what it was just doing. Can't find
anything on this error. Anyone have any ideas?

install from the console and you'll see a message about needing the 2003 cd.
