sysprep failing on Windows 2003 SP2

I am trying to create a generic image to send to a hardware vendor. I am
using my companies Volume license for the servers.
However when I try to run sysprep I get an error There is an
incompatibility between this tool and the current operating system. Unable
    to continue
I have downloaded the System Preparation tool for Windows Server 2003
    Service Pack 2 Deployment
    http://www.microsoft.com/downloads/d...displaylang=en
    the file name is WindowsServer2003-KB926028-v2-x86-ENU.exe
This does not work as the directions state. It tries to install a hotfix.
    Anyone else experiencing this issue.
    Thanks
    JC

I am currently trying to use the sysprep from February 17, 2007 to do the
install all though the download link is dated from March 21, 2007.
Any assistance would be greatly appreciated. I am trying to close this
    project out.
    Thanks
    JC

This instance Windows 2003 Standard R2 upgraded to Service Pack 2
Other instances where sysprep has worked had the hotfixes installed prior to
Service Pack 2. Not certain if that is relevant but thought I should include
    it

RE: sysprep failing on Windows 2003 SP2

I have found the source of the issue I was having.
Server service has to be at least manual and running for Sysprep to
determine what OS is running and to perform certain tasks. Help and Support
service needs to be running in order to provide feedback.
I also did not have the mass storage drivers I was updating in the correct
directory which creating a later problem with the update.

To answer why is Server service is disabled. Our OEM partner is requiring
us to have an image for the server, we can't create an OEM implementation
without (reasonable) unfortunately we have 4 different customers who will
require different images to properly run the server as an appliance. The
image I am generating will instruct our customers to call us to get an update
    image sent to them.

Hopefully this is helpful to someone else
