    Issues installing Windows 2003 SP2

    I have been trying to install Windows Server 2003 SP2 for the past week and I
    have had no luck.

    I've been searching for any assistance on this issue, but all I can find is
    XP SP2 or 2003 SP1 resolutions, which don't really help.

    Here's what I have for OS.
    Windows Server 2003 Standard SP1
    on a Secondary Active Directory Domain Controller
    No Antivirus (I removed it because of SP2 issues).
    This is a very basic AD network, Group policy is almost non-existent.

    I am Domain Admin.
    I have extracted the SP2 files to a directory and have full permissions.

    When I try to install SP2 I get the "Access is Denied" error and a 4373
    Event ID - "Windows Server 2003 Service Pack 2 installation failed.Access is
    denied.For more information, see Help and Support Center at
    http://go.microsoft.com/fwlink/events.asp" and MSIInstaller Event ID 11708 -
    "Description:Product: Windows Server 2003 Service Pack 2 (1033) --
    Installation operation failed.For more information, see Help and Support
    Center at http://go.microsoft.com/fwlink/events.asp."

    I have tried to turn on verbose logging in the registry, but the verbose
    loglevel key keeps reseting itself back to minimal logging when I run the SP2
    update exe.

    I wouldn't mind having to reinstall 2003 on this server, but I do have other
    servers that would be much more difficult to rebuild if SP2 failed.

    Check the properties of the install file, on the general tab, at the bottom,
    check to see if there is a button that you can click on that says something
    similar to "unblock this file"

    Negative, no "unblock" button.

    I should also add, the SP2 install looks like it gets about 75% done before
    it fails. I've checked the svcpack.log and setupapi.log, it looks like SP2
    for Win2003 fails when trying to modify the registry. But since I am unable
    to keep the verbose logging enabled, I cannot determine what registry entry
    to look at.

    New info. I granted everyone full control of the registry and cleaned the
    registry with Regpair and SP2 installed.
