IAS Event ID 2 Reason Code 16

I keep receiving Reason Code 16 (Authentication was not successful because an
unknown user name or incorrect password was used.) on valid accounts it was
working fine then our Enterprise Root Certificate Expired. I had to
uninstall and reinstall CA on the Root then it was ok. But then we had 1
user that could not connect to the wireless. I noticed on our IAS server
(which is a domain controller and GC) that it still had an old certificate.
Once I removed it most of the user's wireless gets the ID 2 now RC 16 error.
Others do not. The one that was not working is now working.

I've removed the old certificate from one that doesn't work along with the
cert that is assoicated with the account in AD, sync'd the domain, and
restarted IAS and I still receive the error. Any ideas?
