    BTW I think you are more likely to find an answer in a newsgroup which
    specializes in your OS. E.g. there is likely to be more common knowledge
    about IE there than about your OS here. Cross-posting my reply with

    Robert,
    I ended up turning the IIS Enhanced security ON, then logged in with a local
    admin account instead of a domain account, and it let me add sites. Not sure
    why.
