Windows cannot access the specified device

I have a windows 2003 small business server. We have a shared folder
c:\apps which everyone has full access to. Any exe files with in this share
can be run by anyone. We then map c:\apps as v: on the server with the same
permissions as c:\apps. Any user without administrator rights cannot run
any executable files. The error pops up as "windows cannot access the
specified device, path , or file. You may not have the appropriate
permissions to access the item." The reason for this drive mapping is for
their specific program it needs the drive mapping. The only reason we use
it on the server is for terminal services. This error occurs right on the
server as well as terminal server.

You may check the permission settings. This post may help,

Solved: Windows cannot access the specified device, path or file.
Causes: 1. the exe file was moved from other location.
    2. The permissions have been changed...

I am still having this problem. This is Windows 2003 sp 1 mapping to
Windows 2000 sp4 box. I gave user in question admin rights. I reset
    permissions as well under advanced.

I tried another folder and still get the same problem when I try to
either edit or run a .cmd file or an install.exe file. I don't see an
    "unblock" option as specified on

    Anything else to try?
