How to setup Socks Proxy on windows 2003 VPS server?

Hi everybody.
I have a Windows 2003 VPS server which I'm providing VPN with it , I can use PPTP and L2TP ( right now I can't use L2TP and I don't know why though I configured it ) but because of some Problems with my government Socks Proxy is my best option in speed and some other matters , but the problem is that I know nothing about it !
the first thing is : Can I use a Socks Proxy on Windows 2003 VPS ?
If yes ! Then how !
help me please !
as a record , I saw some sellers use a "Proxifier" named program to connect to their servers.
