    locally stored user profile corrupted

I write a program which run in Windows Server 2003, I create some users
,copy and paste some files to each accounts' desktops before they really
login(Then after they login, they can see the files).

But sometimes when accounts login ,they can’t login their accounts
,instead windows server 2003 show a dialog:

"Windows cannot load the locally stored profile. Possible causes of this
error include insufficient security rights or a corrupt of local profile. If
this problem persists, contact your network administrator” Thus Windows
server 2003 create a temp account and users can only login the temp account.

I think maybe my “ntuser.ini” is corrupt , but I just copy some files to
the accounts’ desktop, how can I corrupt this file? And what’s really cause
of this problem? How can I solve it?

Note: Might be you does not configure properly user account. just take all
    user data backup.

2: Create user again and create ou(orgnaization unit) apply policy on ou. and
then all user move in ou. this is the best mathode manage network.

As stated from the OP that is a local user profile problem, creating a new
account and moving to another OU will not solve the problem itself.

If you copy some files to the users desktop this shouldn't ne a problem
and not end in this. There seems to be a local problem on the computer. Rename
the local stored profile and let the user logon again, then you could copy
only it's really needed data from the old profile to the new one.

I don't understand well, could you explain it in a detailed way?

You're right, but he gives crap information and so at least the OP should
see that, if he follows his posting.

"Windows cannot load the locally stored profile. Possible causes of this
error include insufficient security rights or a corrupt of local profile. "

I just did a "System Restore" back to the previous day and it's fine now. Good luck.
