I am receiving the popup above on a Windows 2003 server SP2 installed.
as soon as OK is pressed it terminates IIS Admin Service, Exchange
Routing Engine service and SMTP service. These services come right
back online in seconds along with the same pop up.

The server is also running Exchange 2003 SP2 and other small utilities
(download managers etc..) No Anti-virus is installed on this server.

This is quite urgent as I am unable to find any information relating
to this specific error on the Internet.

Did you ever figure this out? I have started getting the exact same error. I am running with the popup on the screen for now. As long as we don't click OK everything works. Can't find anything on the internet.
