The reason that the system could not register these RRs was because of a

not have permissions to register and update the specific DNS domain name set

credentials with the DNS server during the processing of the update request.

You can manually retry DNS registration of the network adapter and its

Re: computer browser service won't start

When Windows starts, there are a lot of things to start and some depend on other things.
Particularly on "slower" computers, some things try to start working before all the other things
    they need are working.

I've noticed that dnsApi is sometimes one of the things that starts early before everything it needs
is actually working, e.g. the TCP/IP and network stack. In the situations I've seen the Event Log
entry from dnsApi that you report, the computer did successfully register itself later. This
assumes that the targetted DNS server can accept Dynamic registrations (e.g. the Windows Server DNS
service that can be integrated with Active Directory) and the computer doing the dynamic
registration is permitted to do so (domain members are so permitted by default in an Active
Directory domain). Not all DNS servers accept Dynamic registrations.

If you're concerned and want to not get these Event Log entries, you can try making the service
reporting the problem "Depend On" the other services it needs by adding to the DependOnService value
in the service's registry (HKLM\System\CurrentControlSet\Services). I've sometimes found it useful,
for example, to make the NetLogon service Depend On the Dnscache service so it doesn't report that
there is no Domain Controller available during restarts.

The Computer Browser service's only function is to maintain a "browse list" so that this computer
and other ones can get a list of computers under My Network Places. It is not uncommon to disable
this thing. In a large network, getting a list of computers under My Network Places is not very
useful anyway. Even if you want people to "see" computers under My Network Places, the Browser
Service only has to run on a few computers. The Browser Service works by broadcasts, so is
generally only useful on a single LAN. In larger networks, a WINS server can provide the list of
computers across routers, but again, I don't think this is useful in a large network (e.g. what use
is a list of 30,000 computers in My Network Places?).

It's perfectly useless to know the right answer to the wrong question.
