Folder wscsvc, error 1058, security center disabled

I have been having a number of problems, back door logons, anonymous logons,
internet unsecure warnings when trying to logon to email. internet "not
    responding'=freeze ups, slow internet use

An additional "restrict anonymous" was added to my registry with wrong
value, while original 'restrict anonymous' maintained value of 2.

I found: Network Access Let Everyone Permission apply to annonymous

I do not have a network enabled

Spybot scan indicates a problem with registry HKEY Local Machine System
Current Control Set Security disabled folder wscsvc, value 4, when changed to
2, it will go back to 4 itself.

service.msc indicates security error 1058 and not enabled, start. Went to
it's dependancies, enabled one, another refused, and could not get error 1058
    corrected.

norton virus scans are clean, norton tech after remote access states no
viruses. I have tried searches for answer/fix. Nothing matched problems
    experienced.

Prior to becoming aware of the above, a copyright protection..Sony, SecuRom
content menu for explorer 1.1.222.00 cmdLine Content Menu Class,
Documents\owner\locals 1\temp\CmdLine. dtd 5/2/08 This was disabled with the
"Extension Shell Manager" program. This date was just prior to my internet
    use becoming 'not responding'.

I am frustrated and at a loss as what to do to fix. Any help and direction
would be greatly appreciated. Thank you.

Does Spybot S&D running in Real YeaTimer Mode?
If it does then Disbale it and do these changes:

    Try this:

    http://www.kellys-korner-xp.com/regs...ionrestore.reg

Open a Run Command and type in:
    services.msc click [OK].
On the services control Panel scroll down to Windows Zero Wireless
configuration and Be sure the service to start Automatically instead of
    manually.
Click Ok then close the services control panel window and Reboot and see if
the service will hold it's settings to Auto.
If not then try this Key in the Registry:
    Open Run and type in:
regedit.exe click OK and on the Registry Editor Locate this key and change
the value in the Right Pane/window to (2):
    [-]HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\WZCSVC =

    [ON]Start REG_DWORD 0x00000002 (2)

While on the registry editor check this Key:
[-]HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System = what restriction been put there?
