Windows 2008 CA can't issue certificate to Windows 2003 server

I had setup a Windows 2008 server over Windows 2003. I find a bit issue with server configuration here. The server that we had created unable to issue certificate to Windows 2003 Server and other XP clients. The configuration is done well and I do not think there might be issue with the setup and other stuff. I cannot even check the certificate integrity. It looks that it is corrupted and there some issue with the public.

It looks that there are version of certificate which are mixed up and due to which this issue appeared. I am sure there would be some kind of template that can really work. You must ensure that there must be legacy csps that will allow signing algo. You must check the documentation well. Windows Server 2008 is much newer compared to 2003 which has tons of additional features that are not at all supported by the older one.
