Your security settings do not allow websites to use ActiveX contro

"Your security settings do not allow websites to use ActiveX controls
installed on your computer" I have enabled activex controls in IE (both 6 and
7) but it still gives me this message. I can't use microsoft update or update
Flash or Shockwave. It seems to be a security setting on the local computer
and not a setting in IE. Where do I go to change this behavior? Help, please.
