Group Policy Editor fails to initialize

I am also getting the same message after an upgrade of some proprietary
software. The programers of the software won't tell or don't know what
they did to cause the problem. Now only THE ADMIN that loaded the
program can run the program or open the Local Policy Editor without
error. The computer also gets a scripting errors on boot up that don't
allow global policies to run.

I have done the following. I reset permissions on the windows
directory and several locations through out the registry but have not
been able to find that one or more locations that is the culprit.

Sounds to me like you just need to re-register some dll files.

Copy this into a batch file and run it on a machine having the problem:

regsvr32 scecli.dll /s
regsvr32 fdeploy.dll /s
regsvr32 fde.dll /s
regsvr32 dskquota.dll /s
regsvr32 gptext.dll /s
regsvr32 iedkcs32.dll /s
regsvr32 appmgmts.dll /s
regsvr32 appmgr.dll /s
regsvr32 gpedit.dll /s
regsvr32 wsecedit.dll /s
regsvr32 gptext.dll /s
regsvr32 ieaksie.dll /s
regsvr32 ipsecsnp.dll /s
regsvr32 certmgr.dll /s
regsvr32 rigpsnap.dll /s

You will need to add the following to the system path variable:
C:\Windows;C:\Windows\System32;C:\Windows\System32\Wbem

I met the same issue and it was because the PATH environment variable
C:\Windows\System32\Wbem
