Windows Firewall fails to start after reboot...

Windows Firewall fails to start after reboot...

This is a 5 year old computer that has had new memory and a new hard drive
put in... a fresh install of Windows XP Pro, patched to the latest of
everything available.

The only other software on this PC is Office 2003 and AVG's Free Virus
Scanner. The problem existed before adding AVG.

There are no errors or information in Event Viewer.

Here's the issue... After booting up or restarting, Windows Firewall does
not start automatically. The Service Windows Firewall & ICS starts without
issue. I open the Firewall settings and enable it and it comes on with out
issues until the next reboot, where it fails to start again.

Just for giggles, I have run a complete virus scan, I am running a free One
Care scan for everything as we speak, but I do not expect to find anything
there.

Any ideas? I am quickly starting to remove what is left of my hair here...

This is Windows XP Service Pack 3, correct ?
Is the Windows Firewall/ICS set to Automatic for Startup type ?

If yes, then open a Command Prompt, type the following commands in and
then press Enter after each one

netsh firewall reset
exit

You will receive a message after the first command and be told that a
restart is needed. Restart now.
If no joy, then reopen a Command Prompt, Copy the following, then
*right* click just after the > and choose Paste, then press Enter after
doing so

rundll32 setupapi,InstallHinfSection Ndi-Steelhead 132
%windir%\inf\netrass.inf

Type exit after the message, restart the system.

Of course, the above may not work if some 'thing' is detected by the
OneCare scanner.
