help for a non-techy-it won't go away-stops internet browsing

Hi. I'm on my office computer because on my laptop I can't use the internet.
I use IE. Instead of my homepage coming up normally and then no matter what
I try - linking, typing in the browser from the beginning - like www.etcetc
or even opening another tab I keep getting the same thing - a couple of
clicking noises then a sort-of ad from comcast asking my to disable firewalls
to install something I didn't request. It's not small like a pop-up but it's
not a full page either. I have NOT clicked on it. I can't get to anything
else on the internet. Here's what;'s in the address bar:

How can I block it or make it stop? Thanks!

This is what happens when you try to connect without a valid Comcast
account. Your account has been disabled due to non-payment or TOS
violation. You need to call Comcast...
