Should idsvc be started and stopped?

Should idsvc be started and stopped?

I see some entries in Application log that indicated idsvc has started and
stopped. I checked the services and Windows CardSpace service is not
started and its Startup Type is Manual.

I also find InformationCardSigninHelper Class in the "Add-ons that run
without requiring permission" of IE7. I have disabled it now.

Those entries in the Application log were logged sometimes after I installed
..net framework 3.0, .net framework 3.5, and SQL Server 2008.
