error i can't do anything on my computer

I was trying to remove some things from my computer today and i suppose to did too much. I turned my computer on and i log on to windows xp and i see my background but no icons or start button i had to use windows task manager to get firefox up. I get an error that says This application has failed to start because iertutil.dll was not found. Re-installing the application may fix this problem.
I was going to try to do a system restore but it doesn't let me do anything! PLEASE HELP!!!!

repair reinstall, only option

I had the exact same thing happen. How do you do a repair reinstall?
