Scrubber.exe utility for Windows 2000 startup Loader Error 3

I can no longer longer boot my old, old Dell laptop due to the "loader error
3". According to the literature, I need the scrubber.exe 5.2.3790.238
12-Aug-2005 utility for Windows 2000. I cannot find it on the downloads page
and don't want to pay for it. Is there some way to get this hotfix without
having to pay for MS Product Support? The PC is too old to put any money
into it...

Its a hotfix which is not a chargeable call, though since win2k is out of
support I'm not sure whether its still avilable
When you call the support centre state you require hotfix as per kb article
