KMS Client Activation returns 0xC004F039 error

I made a KMS host with a volume license key for Microsoft partner but when I tried to activate any KMS client in the intranet that I am using with this command - C:\Windows\System32>cscript slmgr.vbs -ato , then I was getting some kind of error that was "0xC004F039 The computer could not be activated. The Key Management Service could not be reached". Any ideas whats going on here?

Until the machine which is running the KMS Server service, the KMS server machine wont be activated, if it has started running then only it is activated and you will get the message. After once you have activated that machine against the Activation servers then the KMS clients will be able to communicate to the KMS Server. And until the n-count hits 25 that is the point you will start to get the 0xc004f038 messages.

I dont think that the real KMS Server will Stand enough.

Because all of my new installs of Windows 2008 are failing Activation. I get the error:
0xc004f039 the computer could not be activated. the key management service could not be reached.

It returns me errors of all kinds of Vista and Win2008 machines, 15 to be exact. Some machines do not exist anymore. How do I determine the KMS Server that it is trying to reach? Please help me.

Symptom
When you try to use a KMS client to activate one or more computers, you may receive the following error message:

0xC004F039
The software Licensing Service reported that the computer could not be activated. The Key Management Service (KMS) is not enabled.

Cause
This issue may occur if the KMS host is installed, and the KMS host is not activated.

Workaround
Use online activation or telephone activation to activate the KMS host.

Error” 0×80070005 Access is denied: the requested action requires elevated privileges.

Cause: Permissions issue as you don’t have enough privileges to execute the process or command.
Solution: Run as administrator.

If you’re not log on to Windows Vista as administrator user account, or your administrator account has been disabled, try the following steps to enable the administrator account again:

1. Right click on Computer, then click on Manage, and then click Local Users and Groups, and finally select Users.
2. Right click on Administrator account, and select Properties.
3. Uncheck (untick or unselect) the check mark in front of “Account is Disabled”.
4. Right click on the user account you currently used and logged on with, the select Properties.
5. Select (tick or check) the option of “Account is Disabled”.
6. Click OK.

If you dont use KMS, just remove the key and re-enter the same key and try activating. It will go through fine.

in commandline or runline
slmgr.vbs -ipk #####-#####-#####-#####-##### where ### denotes your product key
slmgr.vbs -ato to activate windows 2008
slmgr.vbs -xpr to see if its ever going to expire

It will always be a matter of removing the key and re-entering the same key to get it activated.
