Error code 646 install update

Error code 646 appears when trying to install update ref KB977304. I have tried switching off Norton Firewall to install no luck again turned off UAC control this did not resolve the issue either. Can anyone heip?

The solution,for this problem is versy simple. you just have to diable your firewall. And as you are using Norton Antivirus, you should also disable Norton's Firewall you’re using McAfee Personal Firewall Plus, F-Secure Internet Security, and then try to install the update. If this is not helping you then Disable the Internet connection also and then try to install the windows update. Restart your computer once you have installed the update.
