.NET Framework 3.5 SP1 install problem ---- Please Help

I have recently got the Expression Web V3 and it is telling me that I have to install the .NET Framework 3.5 Service Pack 1. So I go to the microsoft site t download the .NET SP1 and at around halfway installation it says that there was an error detected and then it rollbacks the installation to 0%. I also get message to check Error Log but I dont know where it is? If I click on MS Visual Studio 2008 then it will come up with an error message saying that "file cannot be opened because it is being used by another application". I then tried to reinstall and then repair .Net 3.5 and this time it was successfully installed without any errors but I am still not able to install the Ex Web 3.0. So can anyone tell me how to fix this issue?

Some more information. I have uninstalled all the .Net's and then removed the Visual studio 2008 as well and then again reinstalled it but only .NET 3.5 was installed, there was no sign of Service Pack 1 installation. Then I got the following error in the event viewer log - "Update for Windows (KB948610)" could not be installed because of an error: 2147956403 "The referenced assembly is not installed on your system." (Command line: "C:\Windows\system32\WUSA.exe"
    "C:\Users\JOHNMO~1\AppData\Local\Temp\dotnetfx3530729.01\1033\dotnetmsp\x86\NetFX3.0-KB948610-v6001-x86.msu"/quiet /norestart")

    Any ideas?

Can you tell us how did you remove the .Net Framework 3.5 from your computer? Did you go into control panel and then from the programs and features option you tried to remove it, if so then that is not enough for the removal of NET Framework 3.5. You can download the NET Framework Cleanup Tool from this link and then try to remove the .net framework completely from your pc. I have even tried that by removing all the .Net listings from my computer and then ran the program that you suggested me many times. After that when I went to install .NET 3.5 and SP1 then the installation went fine at half way but soon after that it aborted again and I was getting the same error in the System error log which was - (Command line: ""C:\Windows\system32\WUSA.exe"
    "C:\Users\JOHNMO~1\AppData\Local\Temp\dotnetfx3530729.01\1033\dotnetmsp\x86\NetFX3.0-KB948610-v6001-x86.msu" /quiet /norestart")

You can try to reinstall the Windows Update Agent which is also known as Wusa.exe which is a Windows Update Stand-alone Installer that uses the Windows Update Agent API to install update packages. Update packages have an .msu file name extension. The .msu file name extension is associated with the Windows Update Stand-alone Installer.
